I think the situation between differences in Ken and Arthur we're purpose. Not all MCs are suppose to be the main badass or growth, Ken was a chaser of defeating his brother of a certain girl which Akane was not (which I agree she's the better girl) but Ken is not you or me. Ken had his own personality and plot rules to follow.
If all MCs were badass and the most curious point almost every story or movie or show etc. would have the same feel same rhythm, too much similarity, too boring, and cliche.
Making a side character or villain, or temporary character even that teaches or obscures a valid point sets a different time and situation to follow.
I do think it could have been better, if it was a series or at least a few ovas I think more could have made sense been told and it wouldn't be so fast pace.
For it's time though and the limited time it had to work with I think it did good.
I'm glad Ken didn't just magically win after all that and the odds were more realistic to his accident caused by the other bikers.
Since this was Kens debut and Arthur handed him the coat and torch to be his replacement that could be purposely acted on to set room for a future series or continuation of some sort the material is all there.
The maturity then at the end was Kens only growth it's true, but I feel that was to point out how he still has a long way to go, he's a rookie only just starting while Arthur is done for a long while.

Many dissed this anime without understanding anything, this movie coincides with the era of popularity of BariBari Densetsu & other moto gp stories. Well it clearly lacked the quality in animation & mishaps by the voice actress 'lady' & bad cuts makes it a meh movie but in terms of plot quality it is deep.
Forget about animation and voice actors/actresses. The story itself is lame.
Two idiots risk their lives in an attempt to impress a hoe that idealizes a dead guy who once plotted the course of his next race while having sex with her. If this is deep, the other moto gp stories must be for the mentally challenged.

Honestly, the visuals are really nice (and no, I don't mean the nudity... but that too), and the music rocks just hard enough, even if it is a bit too repetitive... the movie itself is pretty decent. . :/ Maybe if I were more into motorcycles it'd hit harder. The race at times stayed on a shot for too long, but had a good sense of speed and some good racing drama.
Towards the end I found myself much more invested in Arthur than in the MC Ken. Despite a rocky start, Arthur had some real character growth, while Ken, uhh... got laid? Ken was pretty much the same at the end of the movie as he was at the beginning, he didn't really grow, he just sort of got handed things. Heck, even the main guy from the MPs was a better character than Ken. That was the biggest downfall of the movie, in my opinion.
The cute fast food girl Akane is WAY better than the chick he's chasing, by the way. We needed a lot more of her and less of "Lady."
